2012 Devenger Pointe HOA Meeting

The meeting was held at Lee Kazian’s home at 104 Devenhill Court at 7:00pm. The meeting was called to order at 7:10pm by HOA President, Lee Kazian. Introductions were made of the homeowners present. Those in attendance were Greg & Lee Kazian, Brian & Lauren Flinte, Brad Rollins, Tripp & Suzanne Hayes, Jel Warner, Gail Randall, Barbara McCracken, Mary Riley, Pat Henrich, and David Snider.

Elections:

Elections of new officers were handled by votes cast by residents in attendance and by proxy votes submitted by non-attending residents. The new officers were unanimously elected as follows:

    • David Snider HOA President

    • Lauren Flinte HOA Secretary

    • Gail Randall DP Special Tax District

    • Lee Kazian DP Special Tax District

    • Danny McPeters DP Architectural Committee

    • Steven Grzybowski DP Architectural Committee *(Greg Kazian had currently been holding this position and stepped down from his 3 year term after 1 year. Steven s term will complete the 2 years remaining on Greg s original term.)

Budget:

Greg Kazian, HOA Treasurer, reviewed the budget for this year. Currently the budget reflects a deficit of $936.53 due to the fact that the county is changing the way they pay the home owners associations to electronic deposit rather than by mailed check. Greg expects the $1100-$1200 that typically comes in January to arrive in the HOA bank account within the next two weeks. Greg reviewed the cost of printed directories from two years ago and reminded the HOA that a decision had been made last year to discontinue the neighborhood-wide printing and mailing of the directories. Instead, members can access an online version of the directory on www.DevengerPointe.com. It was determined by the quorum that printed copies would continue to be distributed for new residents and for current residents who request a printed copy. Greg announced that the cost of insuring the front sign was reduced by $40 because of a rate drop. Greg also pointed out that the HOA has allocated $25 per quarter to the Grzybowski family for watering the plants on the front sign. (This allocation had previously been approved during 2011 in accordance with a prior allocation to the Ginn family when the sign was located on the other side of Devenger Pointe.

David Snider presented a request for reimbursement of $10 per year to maintain the domain name www.DevengerPointe.com rather than paying out of his personal expenses. This was approved.

A unanimous vote was made to accept the budget as presented to the HOA.

DP Yard Sale & BBQ:

Lee Kazian suggested the last Saturday in April (the 28th) as the date this year. Volunteers for the event are Becky Snider (coordinator), Steven & Heidi Grzybowski, and Judy Crow. Lee Kazian noted that the coordinator is responsible for posting the Yard Sale signs, listing the sale in the newspaper/Craigslist/etc., and scheduling a pick-up of remaining items at the end of the sale. The BBQ dinner was cancelled last year due lack of interest. The volunteer for this event, as submitted by proxy votes, is Tommy Auth. Lauren will contact Tommy to inform him of the determined Yard Sale date.

DP Easter Egg Hunt:

David & Becky Snider volunteered to coordinate the event for March 31st. Coordinators will be responsible for posting the Easter Egg Hunt sign, collecting candy/prizes/etc., and determining the specific location of the event. Other volunteers, as submitted through proxy votes, are Peggy Ballenger and Steven & Heidi Grzybowski.

DP Cookie Exchange:

Again there was little interest in the neighborhood cookie exchange, so it was not held this past winter. A note will be included in the HOA Meeting Summary mailer asking for interested parties to contact Lauren. If there is continued lack of interest, there will be no cookie exchange this coming winter.

DP Fall Festival:

Tripp Hayes reviewed the success of this year’s festival. Volunteers, as submitted by proxy votes, are Marty Reid and Tommy Auth. At this time, none have volunteered to coordinate the event so a note will be made in the HOA Meeting Summary mailer asking for coordinators to contact Lauren Flinte.

Concerns with GCDSN Home:

Lee Kazian read a letter on behalf of the GCDSN stating that the home had been vacated in 2011 as a cost saving measure and that the home will be re-occupied in late March. The following concerns were shared by HOA members: possible increase in traffic (despite the fact that only 2 cars should be present during each shift as reported by GCDSN), excessive yard waste including downed tree limbs and dead shrubs (GCDSN only covers yard maintenance in the front yard, not the side or back), and the possibility of special needs residents wandering the streets. Lee responded by encouraging HOA members to call 911 to report any suspicious behavior and to contact Greg Kazian to report problems with traffic or yard waste. Greg will then contact the supervisor for the group home.

County Paving:

Lee Kazian reported that Devenhill Court was paved this past summer.

State Senate Bill 30 “HOA Bill”:

Lee Kazian reported that a bill is currently being discussed in the senate that would require all HOA board members to undergo certification through an unclear path of education of members. The bill has unsuccessfully passed through the senate in previous years, but she wanted to inform the HOA members of this possible change.

Maintenance of Front Sign:

Mary Riley suggested that the front sign be painted to increase its visibility. Mary will get a quote from Kevin Riley. Lee Kazian stated that the sign has not been repainted since the sign was installed and will forward the original painters information to David Snider. Mary also suggested that the wreaths displayed during the holidays be lit. Greg Kazian explained that the lights installed at the sign are low voltage and would be unable to support the 110 volts needed for holiday lights. He also explained the hazard to children waiting on busses if they were to tamper with the lights and electricity connected through an extension cord. The decision was made to not pursue lighting the wreaths.

Devenger Pointe Website:

Tripp Hayes suggested that the website no longer require login except for the Directory section. David Snider, webmaster, will open the site for public access and set up a login system for the Directory only. David Snider also commented on the use of Google Docs surveys as a way to gather information from residents. Lauren Flinte pointed out that there was greater success with the online proxy votes than the printed one. This could be in part because the US Postal Service misplaced over half of the proxy votes when they were originally mailed out, resulting in late deliveries. Lauren Flinte addressed her recent report to the USPS about the problem with mail being delivered to the wrong addresses within the neighborhood as well as the concern about the lost mail. The USPS said they would open an investigation with the Greer Post Office. For now, to reduce the use of the mail that may or may not be delivered in a timely manner, all residents with email addresses will receive email updates only. If residents do not have an email address, the family will receive printed material through the USPS.

Extending the Walking Path:

Tripp Hayes reviewed the current walking path that is located between our neighborhood and the condominiums behind Devenger Pointe along a buffer zone. Roger Nix and Tripp have been raking the path and lining it to increase its appearance and proper use. Tripp proposed an extension of the path; however, Lee Kazian presented a printout of the property lines and the proposed extension would cross over into a homeowner’s property rather than the buffer zone. At this time, the path will not be extended.
